ท่านนายกรัฐมนตรีมาเลเซีย ได้ยืนยันชัดเจนว่า ท่านได้หารือกับผู้นำประเทศสมาชิกอาเซียนต่าง ๆ แล้ว และเห็นตรงกันว่าการแก้ปัญหาของการแก้ปัญหาชายแดน-ไทยกัมพูชา เป็นเรื่องทวิภาคีระหว่างไทยกับกัมพูชาซึ่งสอดคล้องกับแนวทางของไทย มาเลเซียเพียงช่วยประสานงานให้ทั้งสองฝ่ายหารือ เพื่อแก้ไขปัญหากันเอง โดยมีอาเซียนสนับสนุน นอกจากนี้ ท่านนายกรัฐมนตรีมาเลเซียยินดีที่การประชุมการประชุมครั้งนี้ไทยและกัมพูชาเห็นพ้องกัน ในเรื่องคณะผู้สังเกตการณ์ชั่วคราว ที่จะนำโดยอาหารมาเลเซียแล้วประกอบด้วยผู้ช่วยทูตทหารจากประเทศสมาชิกอาเซียนเท่านั้น โดยกับจีนจะไม่เข้าร่วมได้ยินดีสนับสนุนตามที่ภัยและกัมพูชาเห็นสมควร ผมขอใช้โอกาสนี้ขอบคุณรัฐบาลและกระทรวงกลาโหมมาเลเซีย ในฐานะประธานอาเซียนรายการประสานงานและอำนวยความสะดวกให้การประชุมครั้งนี้ ผ่านไปโดยเรียบร้อย ทั้งนี้ในการประชุมครั้งนี้มีสหรัฐอเมริกาและจีนร่วมสังเกตการณ์เช่นเดียวกับการประชุมพิเศษเมื่อวันที่ 28 กรกฎาคม โดยเป็นระดับเอกอัครราชทูต การประชุม GBC ครั้งนี้เป็นการติดตามประเด็นต่าง ๆ ที่ผู้นำไทยและกัมพูชาได้หารือกันที่มาเลเซีย เมื่อวันที่ 28 กรกฎาคม ซึ่งทั้งสองฝ่ายได้ตกลงกันให้มีการหยุดยิง ผมได้ย้ำในที่ประชุมว่า นับตั้งแต่เวลาเที่ยงคืนของวันที่ 28 กรกฎาคม ฝ่ายไทยปฏิบัติตามสิ่งที่ผู้นำทั้งสองฝ่ายเห็นชอบร่วมกันเรื่องการหยุดยิงอย่างเคร่งครัด อย่างไรก็ดี พบว่าฝ่ายกัมพูชายังคงละเมอการหยุดยิงหลังเวลา 00:00 น ของวันที่ 28 มกราคม ซึ่งฝ่ายไทยใช้ความอดทนอดกลั้นที่สุด และตอบโต้เพื่อป้องกันตนเองเท่านั้น แม้ปัจจุบันสถานการณ์ชายแดนมีความสงบ แต่ฝ่ายกัมพูชายังคงเสริมกำลังเข้าไปในพื้นที่ และยังมีการใช้อากาศยานไร้คนขับ เข้ามาสอดแนมในพื้นที่ต่าง ๆ ของไทย ซึ่งเป็นการกระทำที่ยั่วยุและอาจทำให้เกิดความเข้าใจผิดระหว่างกัน นอกจากนี้ ยังมีการเผยแพร่ข้อมูลบิดเบือน และข่าวสารต่าง ๆ ซึ่งไม่สร้างสรรค์ และไม่ช่วยทำให้เกิดบรรยากาศที่เอื้ออำนวยต่อการเจรจาและการฟื้นฟูความไว้วางใจ อย่างไรก็ตาม จากการประชุมร่วมกันในครั้งนี้ ฝ่ายกัมพูชาระดับนโยบาย ได้แสดงให้เห็นความจริงใจ ต่อมาตรการที่ได้ตกลงกันไว้ การกระทำที่ละเมิดการหยุดยิงที่กล่าวมาแล้วข้างต้น จึงอาจเป็นการดำเนินการโดยพลการของหน่วยงานในพื้นที่ ดังนั้น เจตนารมณ์ของผมในการเข้าประชุมในวันนี้ คือการหารือกับฝ่ายกัมพูชาอย่างตรงไปตรงมา ด้วยความจริงใจและสุจริตของทั้งสองฝ่าย เพื่อหาแนวทางที่ทำให้การหยุดยิงเดินหน้าต่อไปได้อย่างยั่งยืน เพื่อนำสันติภาพ และความสงบมาสู่ชายแดนไทย-กัมพูชาอีกครั้ง โดยมีวัตถุประสงค์สำคัญที่สุดคือ เพื่อประโยชน์ต่อพี่น้องประชาชน 2 ฝ่ายจะได้กลับมาใช้ชีวิตเป็นปกติ ผมขอสรุปผลการประชุมที่สำคัญในครั้งนี้ ดังนี้ สิ่งที่ทั้งสองฝ่ายได้เห็นชอบร่วมกัน 1. ทั้งสองฝ่ายตกลงจะยึดมั่นในการหยุดยิงอย่างเคร่งครัด น้อยในการหยุดยิงนั้นต้องครอบอาวุธทุกประเภทและทั้งสองฝ่ายโอนกำลังไว้ที่ตั้งเดิมตั้งแต่วันที่หยุดยิง โดยไม่มีการเสริมกำลังเข้าไปเพิ่มเติม ให้มีคณะผู้สังเกตการณ์ประกอบด้วยผู้ช่วยฝ่ายทหารของประเทศอาเซียนประจำประเทศไทยและกัมพูชา แนะนำโดยฝ่ายทหารของมาเลเซียเข้าไปสังเกตการณ์ในพื้นที่อย่างสม่ำเสมอ โดยจะไม่มีการข้ามแดนและมีการประสานงานอย่างใกล้ชิดกับ GBC ในแต่ประเทศเพื่อให้มั่นใจว่าไม่มีการละเมิดการอยู่จริงโดยฝ่ายใดฝ่ายหนึ่งทั้งสองฝ่ายจะหลีกเลี่ยงการกระทำที่เป็นการยั่วยุทั้งในการทหารและการให้ข้อมูลเป็นเพื่อนหรือเปล่าเพชรเสริมสร้างบรรยากาศที่เอื้ออำนวยต่อการพูดคุยเพื่อหาทางออกโดยสันติ 4. ทั้งสองฝ่ายจะปฏิบัติตามกฎหมายมนุษยธรรมระหว่างประเทศ อย่างเคร่งครัด โดยนายแล้วก็ได้คือการเล่นเก็บและส่งร่างผู้เสียชีวิตต่างประเทศอย่างมีเกียรติและมีศักดิ์ศรีสำหรับการส่งกลับไปเลยศึกษาตามหลักระหว่างประเทศก็ให้ส่งกลับทันทีพี่มีการยุติการใช้กำลังระหว่างกันโดยสมบูรณ์ซึ่งเป็นไปตามอายุสัญญาเจนีวาฉบับที่ 3 นี้ ผมก็ได้ยืนยันว่าควายไทยดูแลบุคคลเหล่านี้ตามหลักกฎหมายมนุษยธรรมระหว่างประเทศอย่างครบถ้วน 5. ทั้งสองฝ่ายจะรักษาช่องทางการพูดคุยรายการใช้กลไกทวิภาคีที่มีอยู่ในการแก้ไขปัญหาที่อาจจะให้ลุกลามบานปลายโดยหลังจากนี้จะมีการประชุม rbc ภายใน 2 สัปดาห์เพื่อประสานงานการปฏิบัติตามสิ่งที่ได้ตกลงกันนอกจากนี้จะมีการประชุม jbc ครั้งในอีก 1 เดือนข้างหน้าเพื่อติดตามความคืบหน้าในการดำเนินการตามผลการประชุมในครั้งนี้นอกจากนี้ผมยังได้หยิบยกอีก 2 ประเด็นสำคัญบูชายังไม่ได้ตอบรับ โดยขอให้มีการประชุมครั้งนี้นั้น เฉพาะเรื่องการจริงๆก่อนและขอให้นำไปหารือในการประชุม jbc ในครั้งต่อไปได้แก่1ความร่วมมือในการเก็บตู้เก็บกู้ทุ่นระเบิดซึ่งเป็นปัจจัยสำคัญที่ทำให้เกิดความตึงเครียดจนนำไปสู่การใช้กำลังระหว่างกันในเรื่องนี้ฝ่ายไทยพร้อมให้ความร่วมมือกับฝ่ายกัมพูชาในการเก็บกู้ระเบิดในพื้นที่ที่มีการปะทะและประเทศอื่น ๆตลอดแนวชายแดนเพื่อความปลอดภัยของประชาชน ทั้งสองฝ่าย 2. ความร่วมมือในการปราบปรามอาชญากรรมข้ามชาติโดยเฉพาะการหลอกลวงออนไลน์ หรือออนไลน์สแกม ซึ่งส่งผลต่อพี่น้องประชาชนคนไทยและประเทศอื่นในภูมิภาค ในภูมิประเทศ ในภูมิภาคอย่างกว้างขวาง ผมขอย้ำอีกครั้งว่าได้หารือ และเห็นพ้องร่วมกันในวันนี้ จะเกิดผลที่เป็นปประธรรมได้ต้องอาศัยความร่วมมือและความจริงใจของทั้งสองฝ่ายไทยจะยึดมั่นในการให้ความร่วมมือรายการพูดคุยอย่างสนิทใจและจริงใจต่อไป บนพื้นฐานของการเป็นเพื่อนบ้านที่ดี และก็หวังว่าฝ่ายกัมพูชาจะปฏิบัติตามเช่นเดียวกัน ท้ายที่สุดแล้วไทยและกัมพูชาประเทศเพื่อนบ้านที่มีพรมแดนติดกัน และย้ายหนีจากกันไม่ได้เราเป็นสมาชิกของครอบครัวอาเซียนด้วยกัน situation we have already  coordinated and have entrusted the local  provincial Governor's of those provinces to  actually monitor and to check whether the  areas of  the homes  of the local  population are  safe for them to  return to.  However my  early concern  here is that  there are  still unexploded Ordnance un exploded rockets and  ordinance  um found in  the area  which are deemed safe  for people to  return  homes so  we still  worry about that  and we  still need to have  our Authority parties and the relevant agencies  to actually go in and  diffuse and  disarm  those rockets and unexploded Ordnance  uh once they  are de emed appropriate  and  safe to return then  uh the local  authorities  will allow  the uh  villages to return cop per Cap all right  so that's it  thank you so much  lad ies gentlemen thank you.  for  lot longer  Bank for
