thank you for the kind invit ation to the symposium the team brid ging today and tomorrow connect Connecting People inspiring futures reson ates with the work the United Nations is carrying forward my name is amandip Kil I'm the United Nations under Secretary General and special Envoy for digital and emerging Technologies the establishment of the tech and why a role I've had since 2022 signal s the ever growing relevance of dig ital and emerging Technologies for international cooperation it's also tangible evidence of the commit ment of the UN and Secretary General Antonio Gutierrez to make the organiz ation fit for the 21st century and responsive to countries emerging needs this Vision resonated with member states who decided to establish an office for digital and emerging technology on 1st January 2025 an office I have the responsib ility and the honor to lead the office helps the UN address more effect ively the opportunities and challenges posed by today's rapidly evolving technolog ical landscape a key Focus for the office is supporting the follow -up and implement ation of the global digital compact including its decisions on AI governance in today's address I'll focus on how we can work towards a truly global vision for digital Technologies and elaborate an elaborate on the shared challenges ahead of us in doing so I'll provide a brief overview of how rapid technological change is reshaping the world around us how the UN is supporting Global dialogue and conclude with ideas to further strengthen collabor ation with researchers and innovative interest the world we live in is in creasingly online our interactions both at work and during our free time are increasingly mediated by digital platform s and digital Technologies these Technologies are seamless ly becoming an extension of ourselves 2011 research the previous since then as of where mobile the digital economy has grown exponentially be come a decis ive factor in GDP growth Southeast Asia is a virtuous example of how developing a middle income economies can leverage the digital economy for growth the rapid increase of e-commerce activity which grew by over 50% during the pandemic is just the more app arent manifestation of a broader trend governments adapt ed and and are trying to adapt to this rapid pace of change the roll out and Adoption of digital public infrastruct ure or DPI open s new ways of interacting with government and accessing Public Services dig ital identity for instance a key component of DP I can bring direct access to social benefits to rural areas prom ising to LeapFrog earlier phases of techn ological development art ificial intellig ence is already changing the way we access information online lower ing the bar riers to entry and offering product ivity gains for those business es who know how to use it em erging Technologies like AI and are already accelerating all these trends the impact of emerging Technologies across different economic Fields connect as a multiplier an accelerator for social an econ omic impact new technologies May fuel unprecedent ed shifts in how societies function how economies address growth and how Global challenges are addressed the combination of digital and space techn ology for instance is already leading us to a new era where lower Earth orbit satellites be come an essential infrastruct ure to exist the internet especially in Rural and far-flung areas all these break throughs exciting as they are are not a given and we must also focus on the persistent digital Dubai div ides that go be yond the connect ivity only Dimension to become Innovation dat a and AI divides let me give you a couple of examples if it's true that almost everyone could have access to the internet over 2.6 billion people are still offline even where connectivity is available high prices and lack constrain mobile Broad in then in high in come economies as a result in high income countries 9 3% of the population uses the internet comp ared with 27% in low-income countries concern s over Online safety fur ther contribute to keeping vul nerable demographics specially women and girls offline the business in centives a mult inational digital platforms are not neces sarily aligned with those of local communities lack of content that's context specific and in the local languages is an issue as it is more difficult to respond to abusive Behavior online in small er markets art ificial intelligence is also witnessing the emergence of a multi Lash mult i-dimensional Gap the compute and skills divide abroad addition ally over 110 countries are not part of any of the major phora and mechanisms where AI governance is being discussed the United Nations is committed to helping member states close these gaps and benefit from digital and emerging Technologies the adoption of the global digital compact by head s of state and governments 1 year ago give us a framework to do so and work is already underway the compact is an action-oriented political agreement covering all main areas of digital and em erging technology it's review in 20 28 will give us an opportunity to update the breadth of emerging Technologies where urgent action is needed but the clock is ticking to ensure we do not lose momentum as requested by the compact on 2 6th August 20 25 the United Nations General Assembly adopt ed by cons ensus a resolution estab lishing an independent International scientific panel on AI and a global Dialogue on our governance within the United Nations with the global dialogue for the first time all 193 member states will have a seat at the table in shaping Global cooperation on AI governance this will be the first truly Universal and in clusive Global Dialogue on air the independent International scientific panel on AI will provide impartial evidence -based guidance on risk s opportunities and impacts of AI its work will help Ensure the policy making is grounded in indep endent scient ific assessment mem ber states have also realized that strong er cooperation is needed to support develop open basic yeah capabilities in all countries in his report on volunt ary financing options for AI capacity building the Secretary General as recently recommended the establishment of a network of national centers draw ing also on expertise in the research and private sector and the cre ation of a global fun d for AI with an initial allocation of up to 3 billion dollar s for the first 4 years my office has been working closely with colle agues across the UN system to ensure that we live up to the challenges and opportunities ahead of us we 've developed a set of safe guards to guide the deployment of Rights respect ing digital public infrastructure part nering with the UN de velopment program or undp who acts as the operational arm of the project we tapped in the potential of open -source technology and host an annual open-source week bring ing almost 1,000 practitioners from around the world to New York to work on Concrete Solutions we are partnering with the international telecommunication Union and standardization organizations to work on AI standards all these initi atives emphasized the growing need and relevance dig ital cooperation we need more spaces for dialogue and to work ever more closely with governments private sector experts academ ic research ers think tanks and Civil Society the telecommunication infrastructure that you will discuss during this Symposium lies at the very core of the rapid technological change we are in in the global digital compact mem ber states agreed to step up in investment in resil ient digital infrastructure incl uding satellites and local network initiatives that provides safe and secure network coverage to all areas and promote Equitable access to satellite orbits I encourage you to use the United Nations Charter and the vision of the global digital compact as a compass to guide you in your discuss ions on protecting crit ical infrastructure and the approaching future of non-terrestrial Networks New Wave utilities and the role of space for telecommunication I extend you my best wish es for a
