of prisoners of War in a case that wounded civilians and soldiers who are not under the control of the other party uh and they require a medical treatment the receiving side has the discretion to provide care depending on the Readiness of the medical facilities supp lies first now or medical ethics on a Case by case basis sevenly any armed clashes whether in tention or intentional or unint entional shall be discuss joint ly by both sides at the local level through existing bil ateral mechanism s as soon as possible 8 maint ain normal Communications between mil military regions and units along the border of both sides with a meeting of the regional border committ ee or RB C to be held within 2 weeks after the GBC meeting alternating host countries keep regular direct communication channels at the ministerial and Armed Forces commanders level s uh between the 2 countries ref rain from spreading false information or fake news in order to reduce tensions less on negative public sentiment and promote an envir onment conducive to Peaceful negotiations now 10th both sides shall remain committed to implementing the mutual understanding reached uh in the special meeting of the 28th of July 2025 including the ceasefire and the presence of observers from us in member states led by Malaysia to monitor the pract ical implementation of the ceasefire 11 ass ign the RB C in each area to imple ment the cease fire coord inated and observe by azen member state of service led by Malaysia with regular RB C meetings and reports um sub mitted to the GBC which is the general border committee 12 establish a temporary interim Observer team or iot consisting of military attaches from us in M States led by the Malaysian defense at tache to observe the ceasefire of each side regular ly by inviting or by invit ation from the host country Observers will not cross the border and will coord inate closely with the RB C and TBC of the respective country 10 11 and 12 are the region al aspects of the um mechanisms in order to drive uh the cease fire meshes forward and lastly on the 13th point at the national level me chanism the next GV C meeting shall be held within 1 month from missions and consul ates General around the world the ministry's executive team led by permanent secretary xeri Venti also participated in the meeting the main objective of this session was to brief our am bassadors and our teams abroad on the latest development s in the Thai Cambodia border sit uation this is crit ical for them because it allow s them to then be able to communicate the latest fact s on the ground regard ing the situation which leads to an accurate understanding of of Thailand's positions and actions it is important in order for us to be able to protect our interests in every country organ ization and frame work and actually to deliver the same message of Truth the situation at present the online meeting was also key at this particular juncture because the for eign minister was able to share the outcomes and details of the extra ordinary session of the general border committee G BC meeting between Thailand and Cambodia that that took place in Malaysia just yesterday and we heard from these spok esperson for security Affairs just now the details of the the 13 points that have been agreed some of the key detail s for instance that are actually currently monitoring secondly the unmanned a erial vehicles um or UAV flight s and actions that may be considered provoc ative were detect ed in some areas oper ational units have implement ed continu ous response and control measures along with increasing borders surveillance in high-risk areas import ant issue as a result of the meeting of the GBC the general border committee between Thailand and Cambodia yesterday held in Malaysia we achieved 13 Point agreement uh through that special session firstly the ceasefire with all types of weap ons of both sides agreed to complete ceasefire uh with all types of weapons included maint ain current troops positions in the area without any movement from established ations as of the 2400 hours or mid night on the 28th of July 2025 thirdly no
