of the tech and why a role I've had since 2022 sign als the ever growing relev ance of digital and emerging Technologies for international cooperation it's also tangible evidence of the commitment of the UN and Secretary General Antonio Gutierrez to make the organiz ation fit for the 21st century and responsive to countries emerging needs this Vision resonated with member states who decided to establish an office for dig ital and em erging technology on 1st January 2025 an office I have the responsibility and the honor to lead the office helps the UN address more effectively the opportunities and challenges posed by today's rapidly evolving technolog ical landscape a key Focus for the office is supporting the follow -up and implement ation of the global digital digital compact including it s decisions on AI governance in today's address I'll focus on how we can work towards a truly global vision for digital Technologies an elaborate on the shared challenges ahead of us in doing so I'll provide a brief overview of how rapid technological change is reshaping the world around us how the UN is support ing Global dialogue and conclude with ideas to fur ther stren gthen collabor ation with researchers and innovators the world we live in is increasingly online our interactions both at work and during our free time are increasingly mediated by digital platforms and digital Technologies these Technologies are seamlessly becoming an extension of ourselves in 2011 res earchers estimated that 90% of the data in the world to date had been created in the previous 2 years alone since then the amount of data produced nearly has increased by a fact or more than 00 as of today 96% of the global population lives in areas where mobile broadband is available the digital economy has grown exponentially to become a decisive factor in GDP growth Southeast Asia is a virtuous example of how developing a million incoming economies can leverage the digital economy for growth the rapid increase of e-commerce activity which grew by over 50 % during the pandemic is just the more apparent man ifestation of a broader trend governments adapt ed and and are trying to adapt to this rapid pace of change the roll out and Adoption of digital public infrastruct ure or DPI open s new ways of interacting with government and accessing Public Services dig ital identity for instance a key component of DP I can bring direct access to social benefits to rural areas prom ising to LeapFrog earlier phases of techn ological development art ificial intelligence is already changing the way we access information online lower ing the bar riers to entry and offering productivity gains for those businesses who know how to use it em erging Technologies like AI will and are already accelerating all these trends the impact of emerg ing Technologies across different economic Fields connect as a multi reply an accelerator for social and economic impact new technologies May fuel un precedented shift s in how societ ies function how economies address growth and how Global challenges are addressed the combination of digital and space techn ology for instance is already leading us to a new era where lower Earth orbit satellites be come an essential infrastructure to exist the internet specially in Rural and far-flung areas all these break throughs exciting as they are are not a given and we must also focus on the persistent digital Dubai div ides that go be yond the connectivity only Dimension to become Innovation dat a and AI device s let me give you a couple of examples if it's true that almost everyone could have access to the internet over 2.6 billion people are still offline even where connect ivity is available high prices of both data plans and devices and lack of digital skill s act as a strong constr aining Factor mobile broadband is 19 times more expensive relative to monthly then in high income economies as a result in high income countries 9 3% of the population uses the internet compared with 27% in low-income countries concern s over Online safety fur ther contribute to keeping vul nerable demographics specially women and girls offline the business in centives are mult inational digital platforms are not neces sarily aligned with those of local communities lack of content that's context specific and in the local languages is an issue as it is more diffic ult to respond to abusive Behavior online in small er markets art ificial intellig ence is also witnessing the emergence of a multi Lash mult i-dimensional Gap the compute and skill s div ide abroad addition ally over 110 countries are not part of any of the major phora and mechanisms where AI governance is being discussed the United Nations is committed to helping member states close these gaps and benefit from digital and emerging Technologies the adoption of the global digital compact by heads of state and governments 1 year ago give us a framework to do so and work is already underway the compact is an action-oriented political agreement cover ing all main areas of digital and emerging technology it's review in 20 28 will give us an opportunity to update the breadth of emerging Technologies where urgent action is needed but the clock is ticking to ensure we do not lose momentum as requested by the compact on 2 6th August 202 5 the United Nations General Assembly adopt ed by cons ensus a resolution establish ing an independ ent International scientific pan el on AI and a global Dialogue on a governance within the United Nations with the global dial ogue for the first time all 193 member states will have a seat at the table in shaping Global cooperation on AI governance this will be the first truly Universal and in clusive Global Dialogue on air the independent International scientific panel on AI will provide impartial evidence -based guidance on risks opportunities and impacts of AI it's work will help Ensure that policy making is grounded in independent scientific assessment member states have also realized that strong er cooperation is needed to support the development development basic AI capab ilities in all countries in his report on volunt ary financing options for AI capacity building the Secretary General has recently recommended the establishment of a network of national centers draw ing also on expertise in the res earch and private sector and the creation of a global fund for AI with an initial allocation of up to 3 billion dollars for the first 4 years my office has been working closely with colle agues across the UN system to ensure that we live up to the challenges and opport unities ahead of us we 've developed a set of safeguards to guide deploy ment of Rights respecting digital public infrastructure part nering with the UN develop ment program or undp who acts as the operational armor of the project we tapped in the pot ential of open-source technology and host an an nual open-source week bringing almost 1 ,000 practitioners from around the world to New York to work on Concrete Solutions we are partnering with the international telecommunication Union and standardization organizations to work on AI standards all these initi atives emphasize d the growing need and relevance dig ital cooperation we need more spaces for dialogue and to work ever more closely with governments private sector experts academ ic research ers think tanks and Civil Society the telecommunication infrastructure that you will discuss during this Symposium lies at the very core of the rapid technological change we are in in the global digital compact member states agreed to step up in investment in resil ient digital infrastructure struct ure including satellites and local network initiatives that provides safe and secure network coverage to all areas and promote Equitable access to sat ellite orbits I encourage you to use the United Nation s Charter and the vision of the global digital compact as a compass to guide you in your discussions on protecting critical infrastructure and the approaching future of non-terrestrial Networks New Wave utilities and
