now evolved into a diverse commercial and so Innovation driven ecosystem so um countries such as China India Korea Australia turkey so UAE so Singapore Taiwan Japan and of course Thailand so all actually so pursuing so spec Innovation as a part of they 're trying National growth strategies so um why now so why has a spec become such cheap Chief so from for um privatization and commodities commercial ization so um there are 3 fundamental um drivers so behind this sift so first so recognition of space as a new frontier for uh social economic growth so um alongside this frontiers of digital connect cyber and second so entrep reneurial so uh spit and Supply by capital so Visionaries so even so by curiosity cour age and a sense of purpose have invested in um space for reasons Beyond profit then serious so um advancement techn so which have um dramatically lowered the tow ards the barriers so to access ing space and so using space data so together so these factors are open ing the door to what we now call space economy and then so now so um when we talk about the space Innovation so we are not merely referring to Rockets satellites or a crewed missions so rather it's about how space activities contribute to both social progress and echoing development through coll aboration am ong diverse Global players so um space innovation uh it's not only technological so just social innovation so rep resents uh paradigm shift and which technology becomes a means to achieve econom ic and social goals so in essence add s about realizing a full year and more inclusive space ecosystem that benefits all and next year so Thailand will host the Asia Pacific Regional space agency forum help yourself a forum in itiated by jaxa in 19 93 H 3 19 93 yes and so epso has evolved from a tech no technical meeting among space agency is into broad multi stakeholder platform including private companies and Academia so our shared Beyond across the region yes so achieving social economic development together with solving Regional challenges and the approach to realizing this vision is clear so go and uh Global and open Partnerships among diverse players and to further Advance the space econ omy so Thailand and Japan both need to look beyond their borders and leverage each other's strengths so Japan says lie in it s Advanced Hardware Technologies and it s robust Manufacturing upright chains so cultivated through the case of industrial collaboration in sectors such as automobiles and electronics and strengthens so like at pressing social and develop ment challenges different Innovation environment strong digital capacity and Korea how to make space New Growth engine so by connecting these 2 angles so we can build a powerful ecos ystem for space Innovation and Industrial creation and so uh 1 of the most visible examples of space Innovation is already already happening so low as or bit Leo satellite cover um constellations so for connectivity so I understand that so nvtc listen to the app roved new service in this area so which is a significant milestone so throughout as always being the first to be commercialized um and today so um technolog ical advances allow mass production of small Le or satel lites and frequent rocket launches the key question for space econ omy as very simple so can achieve mass production and sustainability so aerial systems so with lower latency and economic efficiency are now overtaking traditional Geo systems so this trans formation is not merely technological so it's the assess of innovation the next challenge for all so of us it's as channel the profits and capabilities gain ed from the tech um Telecom sector into new investment in as of observation and other space application that directly address social needs and so allow me to so briefly so I introduced so Jack says transformation so Jackson was established in 2003 so through the merger of 3 organizations nasda and now the Riser and infrastructure management and across the Asia Pacific space agencies are under going a fun damental shift for um from State read science institutions to public private Innovation hubs so how was the major regional agencies were established or um structured and just the past 7 years so including essay Australia Tua turkey and MSA Malaysia feels the Philippines bring Indonesia atasa Taiwan and SSA Saudi Arabia and Kasa Kore a so many of these new agencies no longer maintain their own R&D facilities so they focus on push ing investment empowerment and sector guide um governance Tire uh system that runs from the capital Vision to local cities and provinces at the international at the national level China incorpor ate policies uh into the into the national significant level do cuments incl uding um the national level strateg ic plan the government's work report this documents emphasized the significant strategic plan strategic sign ificant signific ance of the of the industry as a new energy of uh economic growth and outlined measures Advanced age including the uh uh infrastruct ure construction satellite application data uh data use and innovation of technology drive break throughs in space technology there are 2 uh uh state-owned Enterprises that is c a s a and i cssc sorry cover the full chain from R&D to lunch oper ation and the application they undertake all major missions and space flight deep space exploration they don't navigation hi res resolution of uh Earth obser vation and satellite Communications they also support commercial space through techn ological and infrastructure sharing uh driven by national level Mega projects China has achieved 6 Mark Milestones over the past 50 years so from uh 19 70s uh make China the fifth Nation to be to be uh to orbit it s own sat ellite to t11 collateral uh cat apulting us into the elite Mar s Club in 2021 each milestone has marked a decisive step forward in China 's space journey so the third key feature is promoting the develop ment of commercial a commercial space industry state-owned Enterprise take heavy live d lunches deep space and um deep space exploration man space flight uh commercial space while uh firms uh commercial firm focus on Leo constell ations small lanterns and the data services uh s o e shared lunch sites testing facilities and uh reliability components private capital is welcomed into national projects such as sat ellite internet so the result is a diver sified space industry system that can resp ond to both strateg ic in the market needs uh technology is only half of the story the other half is used so the first feature function application space technology dat a is widely applied across government sectors industrial and the public public a general public for government satellite d ata has become the digital backbone they serve land service disaster warnings pollution control and the Border monitoring and so on industry common communic ation navigation and the remote sens ing data are widely applied across Industries such as agricult ure insurance and electricity uh Logistics for instance uh hi precise Speedo plus drawers 7 uh around the 2026 will carry Thailand Global space weather monitor this is Thailand 's first deep space instrument and the channel 8 will be set in uh 2029 uh will host talents lunar uh Neutron or neither talents first payload on another cholesterol body and since my uh and sg1 9 satellite flow Thai Jasmine rice this is the only foreign rights on the mission uh so and uh um third 1 Enterprise cooperation uh Chinese Enterprise uh companies like Galaxy space Shanghai special than agreement s with uh Telecom oper ators uh uh for Le o satellite internet cooperation so before I close uh allow me a brief note on my Institute uh CST was found in 19 5 7 under the MIT we conduct research on 4G 5G industrial internet AI Big Data and the economics we will continue track uh CH China space of international Staffing apps have been working for more than 3 years and sincer ely since mbtc shared with us the topic for this session I was figuring out the weight to make the most suitable present ation for you then after carefull y consideration I found that you might learn not only from our success but also from our failures for today's presentations first I would like to introduce my organization then talk about the apps experience implementing first project I look over the last year 's projects lessons learn s and finally explain the data role for the public organization in the space sector app school is an intergovernmental organization established as a result of the form al agreement s between sovereign states to address a space for this corporations as you can see in this applications and enabling mem ber states to benefit more from socio economic performance we acknowledge that it is necessary to implement new approaches to address the current International Space cooperation mechanism because as an intergovernmental organization if we keep performing under the same framework design years ago this missing change in the International Space Paramount we will probably end up failing current ly absco is funding Cooperative projects by about million dollars yearly a iming to connect the space technology with Social Development and commerce and large space techn ology experience to support econ omic activ ities and member states enhance their influence and prestigious with Naval countries for this purposes apps or large International Network including intergovernmental organizations current the institutions and renown ed universities in the world so let's have a look to the apps of first projects and some less ons learned since its origin and before the official establishment obst acle was created to provide member states satellite operation capacity given the lack of satellite resources tailored Solutions and limit ed satellite Manufacturing a small motiv ation satel lite SMS project a imed to manufact ure micro error obs erving and SAR satellites how ever the huge bud get exceed ing member states contribution but that time made the SMS project unfeasible to be implemented this first experience Abyssal learned that from the time the organiz ation was estab lished the interests of member states to support such initiatives change and consequent ly The Challenge and the only Supply platform to provide sat ellite dat a to mem ber states I will talk about more later in this presentation so this quote of realism helps go to realize that before trying to grab attention from National mem ber States government by implementing huge projects it's really important being aware the global change in the space business game and stakeholders interests that are always under concern because they ever shift ing International relationships more over the internet boom the error of the Telecommunications and information started to play it and what is signific ant role in member states actors performance and now I want to talk about this evolution so this is light I try to illustrate the evolution of the role of intergovernmental organizations from the apps experience with regard to em erging private actors so in my opinion well before and close to the year 2000 most International organizations played a core role for international cooperation in space technology development so to do so they require National Congress app rovals focal points agencies and decision making process by majority voting so this is King was the main framework mechanism for National actors to access to International support and cooperation however since 2000 globalization the book of telecommunications and internet Empower individual fact ors to enter to the space economy and the role to share and manage crucial information was not en hanced of government agencies anymore as provided by support of inter governmental organizations as a result techn ical know ledge and crucial information are not controlled only by government s any longer and the role of intergovernmental organizations dim inish scientifically so meanwhile globalization and Market openness world wide enable private companies to cons olidate influence the positions in the international market by pulling funds from stakeholders and accum ulating huge capitals some of these powerful international finance dive it into the space econ omy business by creating a space private companies this powerful companies altogether are the basement of the coring space fairing nations in the world these companies year by year in vests heavily in R&D de velopment and maint ain the lead ership in the space technology so why didn't the gap with a small to medium companies which venture in the space game after to a degree impossible to reach nowadays so after the co 19 pandemic space for Nations and its private companies have well positioned and Consolidated in the world space Market with promising Cutting Edge technologies that attract entrepreneur s for all over the world this new emerging actors most of them coming from non -space failing seeking benefits to end users regard ing the disaster management the absco earthquake project has been developing methods to extract mult i Source data by analyzing case studies of major earthquakes the initiative aim s to improve future disaster pred iction and Sport combination apart from disaster management as ked is also promoting a space awareness through the implement ation of Space Science Observatory this project in volves installing 60 cm optical telescopes member states to conduct obs ervation of sat ellites space debris and the major astronom ical events that surely affects the performance of space assets in the area of climate related disasters absco has enhanced mem ber states capacity by installing a series of geometrical satellite satellite receivers fur thermore to the data pling platform member states enjoyed expanding access not only to meteorological but also also to a vast constellation of obser vation satellite data the data sharing and service platform repres ents absco initially step ping adopting model to better serve it s member states needs by providing access to satellite data plat form supports the studies related to disaster preparedness our response as well as a space economy applic ations at improving social well-being so less elaborate more about our experience leading the data sharing platform since the space data applications are often the most accessible cost effective And Timely way to implement projects it is essential to emphasize the important of a triparty partnership when it comes to talk about satellite that application projects first The Entity responsible to carry out the study second the quality assurance entity and finally the end you sir there fore before find ing any satellite that application project it is very crucial to establish clear responsibilities before finding and certainly data project for this parties within a key performance indicator framework this ensures that funds are used all member states in the Chang lunar missions more over we have app lied to partic ipate in the Mars mission Challenge 3 unlike that sub tle application project s this high profile scientific missions capture the attention for national government be coming a powerful way to Showcase achievements spark interest in the space economy especially in non space fairing Nations and this is still a great opportunity provided by intergovernmental organizations how ever we must keep in mind that such ambitious scientific go als the man cutting edge Technologies and you specialize capacities which need to be developed well before the mission start that's why as apps up date is strategic plans we are shifting our Focus to secure more active leadership role with member states in this endeavors so let's have a look on the apps for last year's priorities and Implement International startups trends after 20 years of experience deal ing with International Space Corporation is currently think ing it's probably his priorities typ ical Express project s might be seeing in 3 years first the core on board Space Systems the design and Manufacturing space assets such as satellites props and on board instruments second the supporting systems on the ground and finally that applic ation projects now I'm on this the data applic ation projects are of ten the list suspensive implement since they usually rely on data software and expertise how ever the accountable nature of that applic ations made it impossible to prioritize and that's why I asked question is now shifting Focus for funding so after some years we need to concentrate our limited res ources on developing a game on board course assistance sat ellite and instruments but this time paying at tention to the gaps in technology to tailor a comprehensive solution to meet member states requirements based on the rate economy activities so that enough School our core role is to provide orientation to different actors member states initiatives made a new initiative startups and projects are claiming for funding all hoping to get a share on the pie or in the space business although it is true some of them were trying to develop solutions to compliment a space Services by introducing hot training topics such as AI machine learning hi gh performance computing so I also noticed that many are trying to follow the same path that the space Jans did around the year 2000 s atellite manufacturing and Rocket launching technology so in order to achieve their goals so in order to Chief their goals during ours and research ers propose d initi atives calling for democratization of of access to space technology they advocate for an international legal framework that good alone non spacefaring Nations condition s to have the chance to get involved in the space economy so case studies often highlight successful space companies in spiring a new generation to do the same un fortunately Les has been said about the vast number of private initiative that fail within the first years there is also 2 little discussion about how the international landscape is changing demanding a comprehensive assessment before we can even means actively engaging in novel approach es to meet countries need s by using a space Solutions second we need to facilitate opportunities to provide actors to engage in international cooperation by funding disruptive technological ideas that differ from already establish ed Global Technologies making less difficult to be part of the game this approach will help us sec ure support for National governments and from private Partnerships to implement projects truly aligned with national plans it also allows us to clear ly identify end users gain acceptance for deliverables and set a clear to talk about this is economy is going to be put at risk because of the unprecedent ed growth in the Leo orbit of unsustainable sized constellations guide to you this week also released their own figures they had the space sustainability uh conference in Geneva and they also raise their concern about unsustainable size of Le o constellation how that will impact and the space economy that there is a third element that just came out in Europe so Europe released the Europe an space Act the draft is currently in circulation the European space act the draft address es 3 key areas IT addresses space security space resilience and space sustainability so is the entire Europe an continent coming together as a block to talk about space security is because of the increasing risk so Europe has a huge interest strategic interest in protecting the Strategic infrastruct ure which is placed I will be raising a huge red flag for Nations here in the southeast Asia region trying to get into the space e conomy if we do not look at space security we will not have a room or the ability to enter the space economy so my call to action here would be for Thailand to consider it s position in terms of space security on how Thailand through its legislation and maybe through the Asin framework Maybe consid er doing something similar to the European Union looking at uh original space framework maybe that will help Thailand preserve some little room in the already depleting space econom y which is going to 1 or 2 players only so I think this is something important because without that without spacing Acuity there will be no space economy yeah thank you thank you very much so actually uh speaker maybe uh conclude your answers in the conclus ion brow s because for like contact satellite for to uh lower of it uh consolation like the economy is bad yeah so Mr Gomez I think you have raised a very important point that uh the Collision that uh the collision avoidance is is going to be critical and uh there seems to be both the opportun in business uh something that there may need to be a parad igm shift I was mentioning earlier that now with the digitization and the advanced Manufacturing the cost of manufactur ing a satellite has come down prec ipitously by at least 1 or 2 orders of magnitude so it could be more responsible to uh send something up uh to serve a purpose and the orbit within a time frame of month or a year uh to a lower Earth orbit to uh achieve the same GSD for example that could be achieved uh going to a lower orbit that requires a an a paradigm shift in both manufacturing business and also regulator y but I was challenging the nbtc that um if such a paradigm shift happens then Thailand could be leading uh could be 1 of the leaders in the regulatory bodies that enables responsible use of space so by lowering pre cipitously the cause of satellite and uh make them Decay faster now the second thing is you were mentioning uh hund reds of thousands of uh avoidance maneuver now that also creates business opportunities in the space situational awareness and now satellites is quite unique in the sense that if you want to spot them you have whether their tle and you would like to deduce where they're going you need 1 telescope to look at 1 satellite so when you have 20 ,000 telescopes oh sorry 20 ,000 satel lites you do need 20 ,000 telescopes to look at them because 1 telescope cannot point at 2 spots on the sky un like the digital form ing that you can look at sever al things simult aneously um now that creates a tremendous business in astronomy because we do look at the sky and this is something that uh the key areas that we're going into because we manufact ure telescopes we manufacture uh satel lite laser ranging uh and that is something that Thailand is going into in terms of a niche uh Market that uh could be could have been a great opportunity uh with the present situ ation but uh back to the regulator y side I think it's very import ant to uh to uh shift our Paradigm into um this possible satellites and use the space responsibly because other wise that will be a real problem I do completely agree now uh
